kannel-dev software package provides WAP and SMS gateway headers and development files, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install kannel-dev
kannel-dev is installed in your system.
Make ensure the kannel-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep kannel-dev *
You will get with kannel-dev package name, version, architecture and description in a table
